Officer on the Human Rights of Children

Monitors and advances children’s rights across the OSCE region at ODIHR. The officer advises management and participating States, assesses needs, delivers policy, capacity-building and field initiatives, develops child-rights publications and project proposals, and coordinates with government, civil-society, international and security-sector stakeholders to implement Human Dimension commitments.

• Monitor and analyse children’s-rights developments across the OSCE region and advise management on priorities and responses
• Plan and coordinate children’s-rights needs assessments in participating States
• Develop and implement children’s-rights activities with OSCE structures, state counterparts, national human-rights institutions and civil society
• Design and evaluate capacity-building initiatives, training programmes and field activities
• Develop handbooks, guidance notes and policy papers on children’s rights
• Prepare project proposals, budgets and donor reports and maintain information-management records
• Maintain cooperation with authorities, international organisations and NGOs and supervise programme experts and contractors
• Contribute children’s-rights expertise to cross-cutting departmental initiatives and materials

• First-level university degree in social sciences, law, international relations or human rights
• Minimum seven years of progressively responsible relevant professional experience in human rights, including international advisory experience, or five years with a second-level university degree
• Knowledge of UN, Council of Europe and OSCE human-rights standards relating to children’s rights, and human-rights monitoring and reporting methodology
• Professional experience designing, implementing and evaluating projects
• Professional fluency in English
• Nationals of OSCE participating States only
• Practical experience in Microsoft applications

• Specialisation in children’s rights
• Knowledge of child-protection mechanisms, juvenile justice, education or social services affecting children’s rights
• Experience working with stakeholders relevant to protecting children’s rights, including the security sector
• Experience with human-rights research and report drafting
• Ability to examine children’s-rights issues through an intersectional lens

• Open to secondment only; assignment costs must be borne by the nominating authority
• Seconded staff are not entitled to an OSCE Board and Lodging Allowance
• Suitable interviewed candidates may be placed on a three-year roster for future fixed-term secondment posts
• Maximum service in this post is 10 years
