Job Description

Leads ODIHR's strategic external communications as its chief spokesperson, building understanding of the institution's mandate among participating States, media and the public. The role directs media strategy, digital outreach and information products, advises senior management on public positioning, and monitors coverage of sensitive political and human-rights issues.

Summary of Responsibilities

  • Serve as ODIHR's chief spokesperson through media strategies, interviews, press conferences, press releases and public statements
  • Advise the Director and senior management on media relations, key messages and public positioning
  • Oversee digital operations, website content and social-media outreach for ODIHR activities and events
  • Lead public-information materials and publications, including factsheets, brochures, reports and outreach products
  • Supervise Public Affairs Unit staff and provide editorial oversight for high-quality outputs
  • Monitor media coverage, maintain journalist networks and respond to public enquiries on sensitive issues

Role Requirements

  • Second-level university degree in Communications, Journalism, International Relations, Political Science, Law, History, Public Affairs or another relevant field, or a first-level degree with two additional years of qualifying experience
  • At least seven years of progressively responsible experience in strategic communications, media relations, public information, journalism or related fields, or nine years with a relevant first-level degree
  • Experience developing communication strategies, managing media relations, preparing key messages and advising senior leadership
  • Excellent oral and written communication skills in English
  • Open to secondment only through participating States

Desired Criteria

  • Excellent knowledge of OSCE mandates, structures and activities in democratization, human rights, rule of law, elections and security
  • Experience in crisis communications and strategic messaging
  • Working knowledge of another OSCE language, preferably Russian

Additional Information

  • Open to secondment only; nominating authorities bear assignment costs
  • Seconded staff are not entitled to an OSCE Board and Lodging Allowance
  • Maximum service period in the post is 10 years
