Human Rights Officer

BINUH seeks a national Human Rights Officer in Port-au-Prince to implement its human rights mandate. The officer will monitor and investigate violations, analyse evidence, conduct field verification, prepare reports and briefings, advise national counterparts on human-rights compliant reforms, build stakeholder capacity, and support protection, justice and accountability work.

• Monitor implementation of human rights and international humanitarian law and follow up recommendations from human rights mechanisms
• Collect, document and analyse evidence-based human rights information for early warning, accountability and decision-making
• Conduct human rights monitoring and field verification missions and draft reports on findings and recommendations
• Draft and disseminate human rights reports, briefings, communications and analytical papers
• Advise national counterparts on constitutions, legislation and security-sector reforms that meet international human rights standards
• Design and deliver human rights capacity-building programmes for state institutions and civil society

• Advanced university degree in human rights, law, political science, international relations, social sciences, economics, public policy, sustainable development, humanitarian affairs or related field
• At least five years of progressively responsible human rights experience
• At least three years of human rights monitoring and investigation experience
• At least three years of remote human rights monitoring experience
• French and Haitian Creole are required
• Candidates for the National Professional Officer category must be nationals of Haiti
