Counter-Terrorism Officer

Advances the OSCE Action against Terrorism Unit's counter-terrorism mandate by managing an assigned portfolio of programmes, policy proposals and technical assistance. Working with participating States, OSCE structures and external partners, the officer identifies risks and gaps, coordinates projects and promotes human-rights- and gender-responsive responses to terrorism.

• Design, implement and evaluate counter-terrorism programmes and projects, monitoring progress, identifying issues and proposing corrective actions
• Manage an assigned counter-terrorism portfolio by tracking thematic developments, identifying gaps and proposing action grounded in human rights, rule of law and gender considerations
• Develop policy and project proposals, identify assistance needs and mobilize extra-budgetary funding for Unit activities
• Represent the Action against Terrorism Unit in activities led by OSCE bodies, international and regional organizations and other stakeholders
• Coordinate assigned portfolio activities with OSCE institutions and field operations, report to OSCE bodies and provide expert advice through the Head of Unit
• Facilitate participating-State interaction and bilateral technical assistance, identifying needs, resources and follow-up actions for counter-terrorism measures

• First-level university degree in international relations, political science, criminology, international law, human rights, terrorism studies, security studies or a closely related field
• At least seven years of progressively responsible relevant professional experience in political affairs with a strong focus on human rights, or five years with a relevant second-level degree
• Solid understanding of the global counterterrorism framework and relevant OSCE documents and UN resolutions
• Relevant professional experience in human rights and rule of law
• Relevant experience in project management and donor relations
• Experience liaising with high-level government and international-organization stakeholders
• Professional fluency in English with excellent oral and written communication skills
• Nationality of an OSCE participating State and nomination by the participating State for this seconded position

• Understanding of UN Security Council Resolution 2242 and the women, peace and security agenda
• At least two years of experience with international organizations and previous experience at OSCE institutions or field operations
• Working knowledge of at least one other language from the OSCE region
