Legal Officer

Provide legal analysis and advice for DESA’s Framework Convention on International Tax Cooperation Secretariat in New York. The officer will research and draft instruments, support multilateral negotiations and the intergovernmental committee, and help develop the legal architecture for the Framework Convention and its protocols. The role also coordinates complex legal work and contributes to data-informed planning and decision-making.

• Handle complex legal matters concerning international tax cooperation and treaty instruments
• Provide legal advice and draft opinions, studies, briefs, reports and legal provisions
• Support intergovernmental negotiations, meetings and development of convention protocols
• Review administrative decisions and prepare amendments, issuances and legal analyses
• Coordinate legal-officer work and contribute to data analysis and reporting

• Advanced university degree in international law
• A first-level university degree plus two additional years of qualifying experience may be accepted in lieu of the advanced degree
• At least seven years of progressively responsible experience in tax law, including legal analysis, research and writing
• Experience in international tax policy and administration issues
• English

• Degree or non-degree programmes in tax law
