International Health System Strengthening Consultant

Provides technical assistance to UNICEF Philippines and the Department of Health to embed child-centred health-systems strengthening in primary health care. The consultant advances climate-adaptive interventions, evidence generation, knowledge management and monitoring while reinforcing government mechanisms, service networks and maternal and child health priorities in vulnerable communities.

• Provide technical assistance to UNICEF Philippines and the Department of Health on child-centred health-systems strengthening
• Strengthen primary health care through government mechanisms including PuroKalusugan and Health Care Providers Networks
• Support climate-adaptation interventions in health sectors
• Generate evidence supporting the child-centred agenda
• Support knowledge management and evidence-based monitoring and reporting for UNICEF Philippines

• Master's degree in paediatrics, medical science, nutrition science, public health or another health-science discipline
• At least five years of professional experience in public health, international health, global health, maternal and child health and nutrition, climate change in health or environmental health
• Experience applying health-systems strengthening to child-health topics across complex contexts
• Experience in knowledge management and evidence generation
• Professional command of spoken and written English

• Project or programme management competency
• Experience managing complex stakeholders including governments
• Previous engagement with United Nations agencies, donor agencies or international organisations
• Experience with the Philippine Department of Health and local government units
