Job Description
Advances UNICEF and Sierra Leone Ministry of Health digital-health priorities through technical assistance on the national landscape assessment, Digital Health Roadmap and coordination unit. The consultant supports EMR, DHIS2, CHIS/ComEMR, digital literacy, dashboards, data quality and routine data use, strengthening health-information systems and programme monitoring in low-resource settings.

Summary of Responsibilities
- Advance the national digital-health landscape assessment and National Digital Health Roadmap
- Support establishment of the Digital Health Coordination Unit
- Provide continued support to EMR, DHIS2 and CHIS/ComEMR systems
- Strengthen digital literacy, dashboards, data quality and routine data use
- Support technical and financial collaboration with the Ministry of Health and DPPI
Role Requirements
- Advanced university degree in public health, health informatics, digital health, health information systems, epidemiology, information systems, ICT for development, data science, computer science or a related field
- At least five years of progressively responsible experience in digital health, HMIS/DHIS2, EMR, data systems, health-systems strengthening, public-health programme monitoring or related technical assistance
- Fluency in English
- Knowledge of EMR standards, interoperability, data governance, digital-health coordination, system requirements, dashboard and data-use approaches, capacity building, stakeholder engagement and technical writing
Desired Criteria
- Experience with the Ministry of Health, UNICEF or United Nations systems
- Familiarity with Sierra Leone health-information systems and DPPI structures
- Familiarity with data protection and child-safeguarding requirements
