Job Description

Provides technical support to Fiji’s Ministry of Health and Medical Services to strengthen International Health Regulations capacities at points of entry. The consultant will assess airport and seaport readiness, develop a public-health emergency contingency plan and operational procedures, and produce a costed roadmap that advances health security and Joint External Evaluation compliance.

Summary of Responsibilities

  • Review legislation, policies, emergency plans, point-of-entry procedures and prior assessments
  • Develop the assignment workplan, methodology and assessment-site plan
  • Conduct structured assessments at airports and seaports using IHR-aligned methods
  • Facilitate multisectoral consultations with health, border, airport, port, customs and emergency-management stakeholders
  • Prepare a point-of-entry assessment report with gap analysis and a costed implementation roadmap
  • Develop and finalise a public-health emergency contingency plan for points of entry
  • Develop operational guidelines and IPC standard operating procedures
  • Prepare a final consultancy report covering findings, recommendations and priority actions

Role Requirements

  • University degree in Public Health, Epidemiology, Health Security, Environmental Health, Emergency Management or a related field
  • At least 5-10 years of professional experience in public health, emergency preparedness and response, IHR implementation or health security
  • Experience conducting assessments and developing public health plans, guidelines and SOPs
  • Fluency in English

Desired Criteria

  • Master's degree or relevant training in border health, disaster management, aviation health, maritime health or health security
  • Experience supporting JEE assessments, National Action Plans for Health Security, SPAR reporting or point-of-entry strengthening
  • Experience in Small Island Developing States or the Pacific region
  • Experience working with WHO or other international partners

Additional Information

  • Travel may be required to designated points of entry in Fiji
  • The consultant works as an independent contractor and is responsible for applicable taxes and social-security contributions
