Job Description
Designs and delivers a three-day capacity-building programme for Kosovo’s Ombudsperson Institution on monitoring and reporting hate crimes. The international consultant develops a practical toolkit, training materials and analytical framework, facilitates case-based learning, and evaluates outcomes to strengthen data quality, victim-sensitive practice, institutional recommendations and follow-up.

Summary of Responsibilities
- Review Ombudsperson monitoring practices and applicable standards
- Develop a tailored training methodology and agenda
- Create a hate-crime monitoring toolkit and reporting template
- Deliver a three-day in-person capacity-building session
- Facilitate practical analysis of anonymized or sample cases
- Prepare a post-training evaluation report and final materials
Role Requirements
- University degree in law, criminology, human rights, political sciences, social sciences or a relevant field
- At least 10 years of relevant professional experience in hate-crime response, human rights monitoring, anti-discrimination, criminal justice, policing or oversight
- At least 5 years of experience designing and delivering adult-learning programmes or technical assistance on hate-crime monitoring
- Excellent spoken and written English
Desired Criteria
- Knowledge of Kosovo’s institutional and legal context
- Professional experience in South-Eastern Europe or the Western Balkans
