Job Description
Designs and delivers a five-day training for Kosovo Police investigators and senior officers on the lawful, survivor-centred use of electronic monitoring for domestic-violence protection orders. The consultant develops a complete training package and evaluation report covering risk management, alert response, data protection, supervision and coordination with justice and support services.

Summary of Responsibilities
- Review protection-order legal and operational frameworks, workflows and institutional roles with OSCE and Kosovo Police counterparts
- Identify learning needs and develop a tailored training methodology and agenda
- Prepare a training package on electronic monitoring, risk assessment, safety planning, alert response, documentation and data protection
- Create anonymized cases, exercises, job aids, an operational checklist and pre- and post-training assessments
- Deliver a five-day in-person training for Kosovo Police domestic-violence investigators and protection officers
- Evaluate training delivery, learning results and operational issues in a post-training report
- Revise and submit the final training package following the training
Role Requirements
- University degree in law, criminology, criminal justice, policing, psychology, social sciences, public administration, information security or a relevant field, or graduation from a recognized police academy or police college
- At least ten years of relevant professional experience in law enforcement, criminal justice, domestic-violence response, protection-order enforcement, offender monitoring or a related field
- At least five years of experience designing and delivering adult-learning programmes for police, criminal-justice professionals or public officials
- Excellent spoken and written English
Desired Criteria
- Professional experience with international organizations and in South-Eastern Europe or the Western Balkans
- Knowledge of Kosovo's institutional and legal context
- Advanced degree
