Job Description
Leads an independent end-term evaluation of the FCDO-funded project strengthening demographic data systems in Mozambique. The consultancy assesses performance against OECD-DAC criteria, examines contributions to population policy and institutional capacity, captures lessons and good practice, and delivers evidence-based recommendations for future population, development and reproductive-health programming.

Summary of Responsibilities
- Review project documents, logframes, progress reports, financial statements and demographic evidence
- Develop an evaluation matrix, indicators and data-collection instruments
- Consult UNFPA, FCDO, civil-society partners and institutional beneficiaries
- Collect and triangulate qualitative and quantitative evaluation data
- Assess project relevance, coherence, effectiveness, efficiency and sustainability
- Analyse contributions to demographic data systems, policies and institutional capacity
- Present preliminary findings to the Evaluation Reference Group
- Deliver inception, draft and final evaluation reports with actionable recommendations
Role Requirements
- Master's degree in public health, international relations, social science, statistics, population studies, human rights, gender studies or a related population and development field
- At least five years of experience conducting evaluations, reviews, assessments, research studies or monitoring and evaluation in international development or humanitarian assistance
- Knowledge and experience in census, demographic and health-related research
- Demonstrated experience evaluating population and development projects
- Research capability in data collection, data analysis and report writing
- Proficiency in statistical packages
- Willingness to comply with UNFPA confidentiality and conflict-of-interest rules

Additional info
- The assignment is hybrid and based in Maputo, with primarily remote work and essential in-person activities
- Deliverables are required in both English and Portuguese
- The consultant must use their own laptop, mobile device and data-management or transcription software
- Work is supervised by the Team Leader, Population and Development, in collaboration with the M&E Analyst
- Payments are linked to four deliverable stages of 20%, 25%, 25% and 30%
- No travel is required for the consultancy
