Job Description

Conducts the mid-term evaluation of UNICEF’s Safeguarding Children’s Rights programme in East Jerusalem, assessing outcomes attributable to protection interventions and their effects on beneficiaries. The consultancy will generate evidence and recommendations through rigorous research, child-protection expertise, gender-responsive analysis and qualitative and quantitative data collection, interviews, transcription and translation.

Summary of Responsibilities

  • Evaluate programme outcomes attributable to UNICEF protection interventions
  • Assess effects of safeguarding interventions on beneficiaries
  • Generate evidence and recommendations on programme results
  • Lead quantitative and qualitative data collection and analysis
  • Conduct interviews, transcription and translation for the evaluation
  • Apply child-centred and gender-responsive evaluation approaches
  • Prepare evaluation findings and reports

Role Requirements

  • Master's degree in evaluation, child protection, social research, social work, psychology, sociology, international development, public policy, international relations, human rights, humanitarian studies or a related field
  • At least ten years of documented experience in development programme or project research and evaluation, or at least eight years in child-protection programmes or projects
  • Expertise in gender programming
  • Fluency in written and spoken English and Arabic for interviews, transcription and translation
  • Experience in international humanitarian and human-rights law, the Palestine context, and work with NGOs and UN agencies
  • Demonstrated evaluation-report writing, analytical, facilitation and communication skills
  • Freedom from conflicts of interest in conducting the evaluation

Desired Criteria

  • Previous evaluation experience with UNICEF, UN agencies or international humanitarian organisations
  • Experience evaluating child-protection or mental health and psychosocial support programmes
  • Experience applying gender-responsive evaluation approaches and child-centred methodologies
