Consultant international chargé de l’évaluation externe du mécanisme de coordination sectorielle : analyse organisationnelle et institutionnelle des instances et mécanismes de pilotage

UNICEF is recruiting a consultant to independently evaluate the GLPE sector-coordination mechanism in the Republic of the Congo. The assignment will assess its institutional and legal framework, stakeholder roles, decision-making, accountability and intersectoral coordination. The consultant will recommend practical governance improvements and an operational action plan during the 1.7-month remote contract, which includes travel to Brazzaville.

• Examine the GLPE institutional and legal framework
• Assess stakeholder roles, responsibilities and participation
• Analyze decision-making and accountability mechanisms
• Evaluate coordination effectiveness and intersectoral synergies
• Develop prioritized recommendations and an operational action plan to improve governance and efficiency

• Master's degree in education sciences, public administration, public-policy management or another relevant field
• At least 5 years of proven experience in institutional evaluation, sector governance, education systems, or institutional studies and analyses
• Mastery of French with excellent communication skills
