Consultance individuelle pour revue des partenariats d’implémentation du programme de coopération Haïti-UNICEF 2023-2027

This consultancy will review UNICEF Haiti’s implementation partnerships with civil-society organisations, NGOs, community groups, academic institutions and the Red Cross. It will examine documentation, risks, stakeholder perspectives, partner mapping and collaboration mechanisms across five programme departments and national humanitarian partnerships, generating evidence to strengthen partnership oversight and programme effectiveness.

• Review implementation partnerships with civil-society organisations, NGOs, community groups, academic institutions and the Red Cross
• Analyse partnership documentation and risks across the defined programme and humanitarian scope
• Conduct stakeholder surveys and consultations
• Map implementation partners and assess collaboration mechanisms
• Review the HACT framework and UNICEF partnership modalities

• Master’s degree in social sciences, programme management, public administration, international development, economics or a related field
• At least seven years of relevant experience managing, evaluating or reviewing implementation partnerships in the UN system or an international humanitarian organisation
• In-depth knowledge of the HACT framework and UNICEF partnership modalities including PCA, PD and SPD
• Operational proficiency in eTools, VISION, UNPP and PRP
• Written and spoken French proficiency

• Experience in fragile humanitarian contexts or settings with complex physical access
• Knowledge of Haiti’s socio-political and institutional context
