Job Description

Evaluates an ECLAC Development Account project on resilient health systems and universal health coverage in Latin America and the Caribbean. The consultant designs the evaluation approach, reviews documents and data, administers surveys and interviews, assesses project results, lessons and sustainability, applies UNEG standards and delivers inception, draft and final evaluation reports with a presentation of findings.

Summary of Responsibilities

  • Prepare the evaluation work plan and inception report
  • Review project documents, reports, surveys and secondary data
  • Administer beneficiary and stakeholder surveys
  • Conduct interviews and focus groups to validate and triangulate findings
  • Develop evaluation methods and analytical frameworks
  • Assess lessons learned, sustainability and replication potential
  • Evaluate human rights, gender, disability inclusion and environmental considerations
  • Deliver draft and final evaluation reports and present findings

Role Requirements

  • Advanced university degree in political science, public policy, development studies, economics, business administration or a related social or economic science
  • At least seven years of progressively responsible programme or project evaluation experience
  • Experience in at least three evaluations with international development organisations
  • Proven competency in quantitative and qualitative research methods including surveys, document analysis and semi-structured interviews
  • Proficiency in English and Spanish

Desired Criteria

  • Experience in public policies, social policies, health policies or related areas
  • Experience in Regional Commissions and United Nations Development Account projects
  • Working experience in Latin America and the Caribbean
