Job Description
Lead technology-for-development strategy, delivery and digital innovation for UNICEF programming in Eastern and Southern Africa. The manager guides country offices in selecting, deploying and sustaining digital solutions, ensures policy compliance and quality assurance, develops partnerships, and builds a portfolio of technology, data and AI interventions that improve results for children.

Summary of Responsibilities
- Guide country offices in identifying, designing, deploying and sustaining technology-for-development interventions
- Review technical solutions and support terms of reference, vendor selection and project-management processes
- Lead integration of digital development and innovation into programme planning
- Develop and implement technology and digital-innovation strategies aligned with country-office priorities
- Oversee quality assurance, standards and support mechanisms for digital interventions
- Convene T4D governance and ensure compliance with digital-development principles and the UNICEF Technology Playbook
- Build senior partnerships and represent the office in digital-development forums
- Manage a portfolio and digital roadmap for common UNICEF programming solutions
Role Requirements
- Advanced university degree in a relevant digital, information, development or computer science field, or a relevant bachelor's degree plus two additional years of experience
- At least eight years of professional ICT4D experience in a large international organisation or corporation
- Experience designing and implementing complex technical projects including vendors, developers, business analysis, budgets, contracts, project management and procurement
- Experience with ICT, mobile and web-based technologies
- Fluency in English
Desired Criteria
- Knowledge of another official United Nations or local language
- Open-source, mobile or emerging technology experience in UNICEF programme areas
- T4D or ICT4D programme-design and field-deployment experience
- Experience deploying, maintaining and scaling global public-good technologies
- Software programming experience
- Country-level experience in development, fragile or humanitarian contexts
