Job Description

Develops the technical terms of reference for Turkmenistan’s Digital Statistical Population Registry. The consultant assesses civil-registration data flows and interoperability gaps, defines secure and scalable system requirements, and guides an interagency working group through validation, capacity building and final recommendations for subsequent procurement and implementation.

Summary of Responsibilities

  • Conduct inception consultations with UNFPA and the interagency technical working group
  • Assess population and vital-event data workflows, systems, standards and interoperability gaps
  • Document datasets, data custodians, exchange arrangements and technical dependencies
  • Develop draft terms of reference and technical requirements for the Digital Statistical Population Registry
  • Define requirements for APIs, data exchange, security, access management, testing and handover
  • Facilitate technical consultations, validation sessions and capacity-building activities
  • Finalise requirements and recommendations for national approval and procurement

Role Requirements

  • Advanced university degree in Information Technology, Computer Science, Information Systems, Software or Systems Engineering, Digital Transformation or a related field
  • Minimum 10 years of professional experience in digital information systems, systems architecture, digital transformation, interoperability, e-government or related areas
  • Fluency in English

Desired Criteria

  • Experience designing or developing digital registries or large-scale information systems
  • Experience with population or statistical registers, CRVS systems or administrative data systems
  • Prior experience with UN agencies or international development partners
  • Experience in Central Asia or a similar CIS context
  • Proficiency in Russian
