Job Description

Provides technical assistance to Lesotho’s Ministry of Finance and Development Planning to mobilise and deploy climate finance, coordinate its Country Platform and advance a Just Energy Transition. The specialist develops investment pipelines and proposals, engages donors and investors, embeds climate finance in national planning, and builds government capacity on financing tools and delivery.

Summary of Responsibilities

  • Coordinate His Majesty III Country Platform initiatives with government, development partners and private-sector stakeholders
  • Align climate investments with national priorities and sector strategies
  • Identify and develop bankable climate investment projects
  • Screen pipeline projects against green taxonomies and Do No Significant Harm assessments
  • Develop investment-ready proposals and climate-finance funding cases
  • Coordinate engagement with climate funds, donors and investors
  • Integrate climate finance into national planning, budgeting and public investment processes
  • Track climate-finance flows, investments and results and support implementation reporting

Role Requirements

  • Master’s degree in Climate Change, Economics, Finance, Natural Resources, Livelihoods, Environmental Sciences or a related field, or Bachelor’s degree with seven years of experience in lieu of an advanced degree
  • At least five years of progressively responsible experience in climate finance, sustainable development or related fields
  • Experience mobilising climate finance, developing investment pipelines and proposals, and supporting public-private partnerships or blended finance
  • Experience working with government institutions on climate-change policy, Nationally Determined Contributions and national climate strategies
  • Fluent English

Desired Criteria

  • Familiarity with climate finance taxonomies and energy-sector project finance
  • Familiarity with UNFCCC processes and Nationally Determined Contributions
  • Experience supporting national climate-change processes
  • Experience engaging across multiple global contexts
