Job Description

Conducts a national macroeconomic assessment of Mongolia's energy transition to strengthen climate-action planning. The consultant will model policy scenarios, analyse fiscal, debt and financial-stability implications, develop practical recommendations, and present the study's findings through a national capacity-building workshop for policymakers and national counterparts.

Summary of Responsibilities

  • Develop an annotated study outline with a proposed structure, scenario designs and methodologies
  • Assess Mongolia's energy-sector objectives, macroeconomic exposure and fiscal transmission channels for energy transformation
  • Design and analyse current-policy, nationally determined contribution, orderly-transition and disorderly-transition scenarios
  • Use computable general equilibrium models to analyse energy-related decarbonisation scenarios for Mongolia
  • Develop policy recommendations on fiscal strategy, financing, climate-risk regulation and monetary-policy implications
  • Prepare a practical implementation and monitoring roadmap with institutional responsibilities and capacity-building needs
  • Prepare and deliver a policy-focused presentation at the national capacity-building workshop

Role Requirements

  • Master of Arts in International Development, Economics, Philosophy or Development Planning
  • Work experience in climate action planning
  • Good command of English
  • Broad and in-depth understanding of macroeconomic policy, climate-risk analysis, climate-integrated debt diagnostics, fiscal instruments, disaster-risk financing and sustainable finance
  • Sound knowledge of Mongolia's policy landscape and challenges

Desired Criteria

  • Experience in analytical or advisory roles supporting national governments or international development agencies
  • Experience in quantitative macroeconomic analysis, macro-fiscal assessment, debt sustainability analysis or climate-related fiscal risk assessment
  • Experience developing or applying macro-fiscal, debt-sustainability or climate-risk analytical frameworks in developing countries
