Job Description

The UNOPS retainer advises Sierra Leone’s Ministry of Finance on climate-finance systems and mobilisation. The role maps funding, develops a mobilisation roadmap, advances automated climate-budget tagging in IFMIS, builds capacity, coordinates partners and quality-assures finance instruments aligned with climate plans.

Summary of Responsibilities

  • Assess climate-finance sources, gaps and constraints
  • Develop a climate-finance mobilisation roadmap
  • Define climate-budget-tagging requirements for IFMIS
  • Establish governance procedures and quality assurance
  • Train and mentor government institutions
  • Coordinate development-partner support
  • Integrate climate priorities into national budgeting
  • Prepare advisory notes on climate-finance instruments

Role Requirements

  • Master degree with five years of experience, or bachelor degree with seven years
  • Climate-finance or public-financial-management advisory experience
  • Knowledge of climate-budget tagging and IFMIS
  • Understanding of public, private and international climate-finance sources
  • Fluency in English
  • Sierra Leone nationality or valid residence and work permit
  • Own laptop and software

Desired Criteria

  • UNFCCC, COP or NDC process experience
  • Experience in other national climate-finance contexts
  • Network-building across government, private sector and civil society
