Job Description
Develops a provincial child-protection advocacy framework for UNICEF and Balochistan partners, translating evidence and legal-policy analysis into reform priorities. The consultant will convene stakeholders, prepare advocacy and briefing materials, support policy dialogue on child protection and child marriage, and strengthen coordination around local-government services and birth registration.

Summary of Responsibilities
- Map stakeholders and advocacy pathways for Balochistan child-protection priorities
- Develop a child-protection advocacy plan and provincial advocacy framework
- Analyze legal, policy and implementation gaps affecting child protection
- Develop evidence-based advocacy messages, reform priorities and practical guidance
- Validate and finalize the framework with provincial departments, stakeholders and partners
- Prepare advocacy and briefing materials supporting legal and systems reform
- Support policy dialogues and consensus-building with provincial stakeholders
- Develop technical inputs connecting health systems, birth registration and local-government service delivery
Role Requirements
- Advanced degree in Law, Child Rights, Human Rights, Public Policy, Public Administration, Social Sciences, Development Studies, Social Work or Gender Studies
- At least eight years of relevant experience in policy development, legislative reform, advocacy or child protection
- Experience conducting legal and policy gap analysis, developing advocacy frameworks and facilitating high-level consultations
- Pakistani nationality
- English and Urdu
Desired Criteria
- Experience with UNICEF, UN agencies or international development partners
- Experience in Balochistan or comparable provincial contexts
- Experience in child protection, child marriage prevention, child labour response, birth registration, justice for children or alternative care
- Experience developing provincial advocacy frameworks in low-resource or geographically dispersed contexts
