Buildings and Carbon Management Policy Specialist

UNEP seeks a consultant to provide analytical and coordination support for its Buildings and Construction portfolio and carbon-drawdown workstream. The assignment develops policy analysis, knowledge products, project concepts and partnerships on sustainable construction, carbon management and governance. It supports GlobalABC work planning and stakeholder engagement for an expected 5.9 months.

• Provide technical support for UNEP Buildings and Construction activities and the GlobalABC work programme
• Develop and disseminate GlobalABC knowledge products, technical reports and policy briefs
• Analyse building decarbonisation, resource efficiency, circular construction and low-carbon materials
• Conduct technical and policy analysis on carbon drawdown, carbon dioxide removal and governance frameworks
• Facilitate stakeholder dialogues, workshops and technical exchanges on carbon-drawdown governance
• Prepare project concepts and strategic recommendations to strengthen UNEP engagement

• Advanced degree in buildings, civil engineering or environmental engineering, or a first-level degree with eight additional years of qualifying experience
• At least seven years of progressively responsible experience in sustainable buildings and construction, climate mitigation, resource efficiency, carbon management, environmental policy and governance, or programme development
• Fluency in written and spoken English

• Experience with international organisations, governments, research institutions or multistakeholder partnerships
• Experience drafting policy papers, technical reports, project concepts and strategic analyses
