Job Description
Provides technical advice for an end-to-end early warning system supporting climate resilience in Khyber Pakhtunkhwa. The consultancy reviews system design, forecasting, decision support and anticipatory-action components; validates technical outputs; and guides WFP, government and delivery partners on integration, governance, risk management and measures that sustain effective early action.

Summary of Responsibilities
- Review capacity assessments and equipment specifications for alignment with global standards
- Advise on technical approaches and deliverables for decision-support, procurement, installation and calibration providers
- Guide integration of monitoring, forecasting, modelling, decision-support and anticipatory-action components
- Provide technical backstopping on risks, gaps, interoperability and data-sharing arrangements
- Advise on governance, stakeholder roles and long-term operation and maintenance
- Support targeted technical sessions on impact-based forecasting and decision-support tools
- Review system-design documents, prototypes and flood-modelling outputs and provide actionable recommendations
- Prepare inception, technical-review, advisory and final reports for the assignment
Role Requirements
- Advanced university degree in meteorology, hydrology, climate science, environment, disaster management or a related field
- At least five years of relevant professional experience designing and implementing early warning systems for flash-flood forecasting and risk management
- Excellent written and spoken English
- Open to non-Pakistani nationals only
