Job Description
Plans and co-ordinates strategic human-resources management interventions for the OSCE Secretariat's Department of Human Resources. The role manages senior-official appointment processes, budget and extra-budgetary inputs, cross-cutting HR planning, project staffing reviews and audit follow-up, supporting coherent HR services across the Secretariat and field operations.

Summary of Responsibilities
- Co-ordinate appointment, assignment, extension and evaluation processes for senior OSCE officials
- Plan milestones and follow up with chairpersonship, host-country and seconding-authority stakeholders
- Co-ordinate departmental inputs to unified-budget and extra-budgetary programmes
- Facilitate cross-cutting HR planning across the Secretariat, institutions and field operations
- Review staffing requirements, contractual modalities and cost effectiveness for extra-budgetary projects
- Co-ordinate responses to HR audit recommendations and monitor implementation through closure
Role Requirements
- First-level university degree in human resource management, social studies or a related discipline
- At least four years of professional-level experience in human-resource management, public or business administration, or two years with a second-level university degree
- Excellent oral and written communication skills in English
- Demonstrated experience co-ordinating diverse stakeholders
- Proven knowledge of contemporary HR-management issues and practices

- Experience with budgeting processes, including preparing or reviewing financial inputs and narratives

Additional Information
- OSCE salaries are exempt from taxation in Austria
- Initial appointment is normally at Step 1 of the applicable OSCE salary scale
- Suitable interviewed candidates may be placed on a three-year roster for fixed-term posts
