The OSCE Secretariat’s HR Analytics, Systems and Payroll Unit is recruiting a seconded Associate HR Innovation Officer in Vienna. The role connects business clients with HR Systems and ICTS teams, converting workflow and data needs into technical specifications. It leads process optimization, change management, user testing and adoption support while helping maintain data governance and alignment with the organization’s technology roadmap.

• Translate client needs into business requirement documents and functional specifications
• Analyse HR workflows and recommend automation or self-service improvements
• Design change-management plans, user guides and training for system adoption
• Coordinate user acceptance testing and post-launch support
• Establish data-governance standards for new HR system inputs
