Security Project Officer

Leads the OSCE Safe Travel System project across executive structures, combining security-risk management, emergency preparedness, procurement, budgeting, donor reporting, stakeholder coordination, system oversight, procedures and user training to strengthen operational readiness and staff safety.

• Lead OSCE-wide implementation and administration of the Safe Travel System
• Develop security project proposals, strategic plans, procurement frameworks and budget forecasts
• Monitor expenditure, report progress to donors and support fundraising
• Maintain procedures, advisories, policies and communications for security projects
• Oversee system performance and validate emergency-response procedures across OSCE structures
• Coordinate project implementation with governments, donors and external partners
• Monitor field implementation, reviews and evaluations and initiate corrective decisions
• Design and deliver training curricula, workshops and engagement events for administrators and users

• First-level university degree in security, risk, emergency management, social or political science, military science, public administration, law enforcement, law or a related field, or equivalent certified professional qualification
• At least seven years of related experience, reduced to five years with a second-level university degree
• Experience developing, implementing, monitoring and evaluating multi-stakeholder projects
• Knowledge of security-management systems, needs assessments and training plans
• Professional fluency in English
• Nationality of an OSCE participating State and nomination by the relevant authority
• Medical clearance
