Job Description

The HR Specialist leads UNOPS human-resources services for a UNODC client office, supervising HR focal points and advising managers on complex people matters. The role drives HR policy implementation, workforce planning, talent acquisition, contract administration and learning initiatives, ensuring compliant, client-focused services across assigned operations.

Summary of Responsibilities

  • Lead implementation of corporate HR strategies and workforce-planning initiatives
  • Provide strategic HR policy advice and resolve complex personnel matters
  • Oversee recruitment, contract administration, onboarding, performance management and benefits administration
  • Manage HR focal points and ensure consistent service delivery
  • Lead HR projects, analytics and policy communications
  • Support learning activities, knowledge sharing and HR research

Role Requirements

  • Bachelor's degree with seven years of relevant experience or master's degree with five years
  • Relevant experience in recruitment, HR contract administration, employee relations, organisation design and development or related areas
  • Experience using collaboration and productivity tools and web-based management systems
  • Fluent English
  • Availability for at least four hours' overlap with New York working hours
