Job Description

Leads the OSCE Accounts and Treasury Unit, directing financial accounting, treasury operations and payment services across the Organisation. The post prepares IPSAS-compliant financial statements, manages external-audit engagement, oversees cash and investment activity, and strengthens financial controls, reporting and policy compliance for executive structures.

Summary of Responsibilities

  • Prepare and consolidate annual accounts and quarterly and year-end financial statements
  • Supervise General Ledger maintenance and verify the integrity of related financial transactions
  • Manage accounts payable, receivable and payments in line with financial rules and procedures
  • Plan cash requirements and manage short-term investments under the OSCE Investment Policy
  • Liaise with internal and external auditors and provide written responses to audit observations
  • Oversee payment execution, bank-account controls and reconciliation across OSCE executive structures
  • Administer assessed contributions, issue bills and monitor income receipts

Role Requirements

  • First-level university degree in accounting, business administration, finance or a related field
  • At least nine years in finance and accounting, or seven years with a relevant second-level university degree
  • Five years in a senior financial management position
  • Professional accounting certification from a recognised international professional accountancy body
  • Excellent oral and written communication skills in English
  • Nationality of an OSCE participating State

Desired Criteria

  • Senior financial management experience in the public sector or an international organisation
  • Knowledge of another language from the OSCE region
  • Demonstrated gender awareness and sensitivity
