Asistencia Técnica Territorial para Fortalecimiento de Gestión Presupuestal y Financiera en el Hub Frontera

Provides UNICEF Colombia and territorial governments with specialized assistance to strengthen budget and financial management for children and adolescents. The consultant develops diagnostics, training and investment-project inputs; analyses public spending, financing gaps, risks and project portfolios; supports territorial plans and coordination; and documents technical results that help.

• Develop a detailed work plan methodology milestones and deliverable quality criteria
• Prepare territorial diagnostics on child and adolescent public spending and financing gaps
• Design and implement technical-assistance modules and hybrid clinics
• Develop investment-project formulation and structuring inputs
• Analyse project portfolios maturity risks technical gaps and financing routes
• Support territorial budget-management plans and document results lessons and recommendations

• Professional degree in economics public administration finance law political science international relations industrial engineering planning or related field
• Postgraduate education in public policy public finance development social investment or related fields
• At least eight years of professional experience
• At least five years in at least three public-finance budget-analysis public-investment project-financing social-investment or innovative-finance areas
• Native Spanish

• Experience producing technical analysis and facilitating territorial capacity-strengthening
• Knowledge of Colombian public institutions and national and territorial planning budgeting and project-management processes
