Job Description

Leads UNOPS Myanmar’s Finance Unit, protecting financial integrity across major development programmes. Based in Yangon, the Head of Finance advises senior management on performance and resource allocation, directs controls and reporting, manages budgets, cash flow, banking, audits and closures, and develops a large team while acting as Deputy Head of Support Services.

Summary of Responsibilities

  • Advise projects and senior management on financial performance, costs and resource allocation
  • Develop financial management procedures, guidelines and control mechanisms
  • Manage budgets, receivables, payables, payroll and financial reporting
  • Lead account review, reconciliation and monthly, quarterly and annual closures
  • Manage audit planning, follow-up and improvements to financial controls
  • Maintain commercial-bank arrangements and cash-flow forecasts
  • Lead the Finance Unit and develop its staff and stakeholders

Role Requirements

  • Bachelor's degree in Business Administration, Finance, Accounting or a related discipline with 9 years of relevant experience, or a Master's degree with 7 years
  • Experience in financial management, budget management and accounting
  • At least 2 years of experience supervising and managing teams
  • Knowledge of international accounting and financial reporting standards
  • Fluent English

Desired Criteria

  • CPA, Chartered Accountant or equivalent certification
  • Experience in multicultural environments or UN system organizations in a developing country
  • Experience with complex financial management in a large-scale project environment
  • Experience in multi-donor and multi-agency accounting, budgeting and auditing
  • Knowledge of UN administrative and financial regulations and procurement procedures

  • Temporarily based in Bangkok pending Myanmar visa approval before relocation to Yangon
