Job Description
Manages financial planning, budgeting and reporting for Global Fund health grants in Myanmar. Supporting the Programme Support Unit, the officer will adapt financial procedures, prepare work-plan budgets and statements, reconcile donor and UNOPS records, monitor cash and exceptions, strengthen controls and audit responses, and supervise team delivery of transparent grant-finance services.

Summary of Responsibilities
- Implement fund-level changes to UNOPS operational strategies, systems and financial procedures
- Prepare financial plans and budgets for annual work plans, programmes and projects
- Prepare financial statements and reports and reconcile UNOPS books with donor cash and expenditure reports
- Review cash positions and coordinate with Treasury to maintain funds for disbursements
- Monitor financial exception reports, investigate anomalies and prepare adjustments
- Analyze budget-performance variances and recommend finalization of performance reports
- Maintain budget-modification tracking and ensure financial closure of completed projects
- Respond to audit queries, improve assurance mechanisms and supervise team performance
Role Requirements
- Master's degree in a finance-related field, or a Bachelor's degree in a finance-related field with two additional years of relevant experience
- Minimum 2 years of professional-level accounting experience with responsibility for project accounting and financial statements in an international organization
- Fluent English and Burmese
- Open to UNOPS internal candidates and Myanmar nationals only
Desired Criteria
- Certified Public Accountant certification
- Knowledge of UNOPS financial rules and regulations
- Working knowledge of ERP systems, particularly Agresso, and MS Office
