Job Description

Leads financial integrity, transparency and compliance for Global Fund health grants in Myanmar. The specialist will oversee budget formulation, cash and treasury operations, project accounting, payments and financial reporting; strengthen controls and data quality; advise programme teams on risk and resource allocation; and support audit readiness across projects and field teams.

Summary of Responsibilities

  • Lead budget formulation, monitoring and revisions under UNOPS financial rules and project agreements
  • Prepare budget variance analyses and expenditure forecasts and advise management on corrective actions
  • Oversee project accounting, recording of contributions and expenditures, and financial process controls
  • Manage cash positions, cash-flow forecasts, bank transfers, foreign-exchange transactions and petty-cash reconciliations
  • Review payment requests, account codes, supporting documentation and budget compliance
  • Prepare monthly, quarterly and annual financial reports for management and donors
  • Maintain financial dashboards, oversee account closure and reconcile receivables, payables and adjustments
  • Support audits and implement audit recommendations with field and project finance teams

Role Requirements

  • Bachelor's degree in Finance, Accounting, Business Administration or another relevant discipline with 7 years of experience, or a Master's degree in one of those disciplines with 5 years of experience
  • Minimum 5 years of experience in project financial management, budgeting, cash management and financial reporting
  • Demonstrable proficiency with MS Office, G-Suite and web-based management systems
  • Fluent English and Burmese
  • Open to UNOPS internal candidates and Myanmar nationals only

Desired Criteria

  • Professional certification such as CPA, ACCA, CA or CIMA
  • Knowledge of IPSAS or other international accounting standards
  • Experience with UN organizations, financial systems or ERP software
  • Experience in development or humanitarian contexts
