Job Description
This UN Women consultancy provides specialist costing and financial-planning support for Armenia’s draft National Action Plan to implement the Istanbul Convention. The consultant will review budgets and planned interventions, create a practical costing framework and model, assess resource gaps, consult national stakeholders, validate estimates, and deliver an actionable financing package for.

Summary of Responsibilities
- Review the draft Action Plan, national strategies, budgets and expenditure frameworks
- Develop and agree a practical costing methodology and framework
- Identify cost components, assumptions and unit costs for Action Plan activities
- Collect and analyse financial, budgetary and programme data with stakeholders
- Develop annual and overall cost estimates and assess financing gaps
- Validate and finalize the costing with UN Women and national stakeholders
Role Requirements
- Advanced university degree in economics, public finance, finance, public administration, public policy, development studies, statistics or a related field
- At least five years of relevant experience in public finance, programme costing, budgeting or financial analysis
- Knowledge of Armenia’s national budgeting, planning and public-finance context
- Fluency in Armenian and English
Desired Criteria
- Gender-responsive budgeting or costing gender-equality and violence-against-women interventions is a strong asset
- UN or international-organization experience is an asset
