Job Description

Leads UNICEF Supply Division's Vaccine Independence Initiative and related supply-financing tools to improve timely, affordable access to essential commodities. The manager oversees pre-financing and risk-financing interventions, transactions, portfolio risk and capital use, while strengthening market dynamics, domestic resource mobilization and financing partnerships.

Summary of Responsibilities

  • Provide strategic leadership for the Vaccine Independence Initiative and other supply-financing tools
  • Expand bridge-financing tools to improve essential-commodity availability and market dynamics
  • Identify country-financing and market opportunities for financing interventions
  • Originate and negotiate country-facing and market-facing transactions
  • Develop risk-management strategies and recovery efforts to protect capital
  • Oversee capital-base utilization, financing and reporting
  • Manage demand forecasting, underwriting and financial management for country subscriptions
  • Lead resource mobilization with donors and financing partners

Role Requirements

  • Master's or equivalent advanced university degree in Finance, Economics, Business Administration or a related field
  • At least 10 years of progressively responsible managerial experience in complex operations involving financing initiatives and tools
  • Experience in markets, market dynamics or analysis for health supplies
  • Track record of creating financing transactions and articulating risk and opportunity-cost decisions
  • Experience engaging countries on domestic-resource mobilization or credit-recovery processes
  • Proficiency in English

Desired Criteria

  • Knowledge of another official UN language or a local language
  • Experience reviewing vaccine procurement strategies
  • Experience in UN, UNICEF, other development agencies or the private sector
  • Relevant country-level experience in development, fragile settings and humanitarian contexts
