Senior Finance and Budget Officer

Lead financial-risk, budget and compliance work for the Financial Risk Management Service in DMSPC's Office of Programme Planning, Finance and Budget in New York. The P-5 officer manages medium-term planning and budget submissions, oversees expenditure and extra-budgetary resources, strengthens financial controls and risk mitigation, develops compliance strategies and provides financial guidance, reporting and training across the Secretariat.

• Manage preparation and revision of the medium-term plan
• Review cost estimates and finalise budget proposals
• Monitor expenditure and extra-budgetary resources
• Develop and monitor treasury financial policies and internal controls
• Lead financial risk assessment and mitigation planning
• Develop compliance strategies and analyse financial data trends
• Provide financial guidance, reporting and training to headquarters and field staff

• Advanced degree in business administration, finance, accounting or a related field, or a first-level degree with two additional years of qualifying experience
• At least ten years of progressively responsible experience in accounting, finance, administration, budget, business administration, risk management, compliance or a related area
• At least five years of risk-management, compliance and internal-control-framework experience in large international organisations
• Experience with SAP financial accounting and funds-management modules
• At least five years of data analytics and complex financial data-model experience
• English at UN Level III in reading, writing, listening and speaking

• Experience developing and delivering training on integrated financial processes
• Experience in the United Nations system or a comparable international organisation
