Responsibilities
- Review medium-term plans and translate legislative mandates into programme budgets
- Finalise cost estimates and budget proposals for headquarters and field operations
- Issue allotments, authorise sub-allotments and recommend fund reallocations
- Monitor expenditure, implementing-partner reports and extrabudgetary resources
- Create and close UNMAS grants in UMOJA
- Prepare and analyse budget-performance reports
- Advise and train staff on financial policies and results-based budgeting
- Certify obligations and expenditures against approved budgets and rules
Requirements
- Advanced university degree in business administration, finance or a related field, or a bachelor’s degree with qualifying experience
- At least seven years of progressively responsible experience in finance, administration, budgeting or business administration
- Experience with international-organisation budget procedures and practices
- Experience managing trust funds, preparing budgets, planning resources and monitoring implementation
- Experience with financial or enterprise-resource-planning systems such as SAP
- English at UN Level III
