Finance and Budget Officer

Leads UN Mine Action Service budget planning and administration, translating mandates into programme estimates, managing allotments, trust funds, grants and implementing-partner reporting, analysing expenditure and performance, certifying obligations, advising field teams and representing financial issues before UN bodies.

• Review medium-term plans and translate legislative mandates into programme budgets
• Finalise cost estimates and budget proposals for headquarters and field operations
• Issue allotments, authorise sub-allotments and recommend fund reallocations
• Monitor expenditure, implementing-partner reports and extrabudgetary resources
• Create and close UNMAS grants in UMOJA
• Prepare and analyse budget-performance reports
• Advise and train staff on financial policies and results-based budgeting
• Certify obligations and expenditures against approved budgets and rules

• Advanced university degree in business administration, finance or a related field, or a bachelor’s degree with qualifying experience
• At least seven years of progressively responsible experience in finance, administration, budgeting or business administration
• Experience with international-organisation budget procedures and practices
• Experience managing trust funds, preparing budgets, planning resources and monitoring implementation
• Experience with financial or enterprise-resource-planning systems such as SAP
• English at UN Level III

• One-year finite appointment funded subject to mandate and resource availability
