Senior Finance and Budget Assistant

Manage UN finance and budget operations by reviewing programme plans, cost estimates and allotments, monitoring regular and extrabudgetary spending, reconciling investments and cash pools in Umoja, supporting IPSAS statements and year-end closure, resolving discrepancies, advising auditors and supervising finance staff.

Department: Financial Reporting and Analytics Service, Office of Programme Planning, Finance and Budget

• Review programme plans, cost estimates and budget proposals
• Monitor budget execution and recommend fund reallocations
• Validate requisitions, allotments and extrabudgetary cost plans
• Analyse unusual accounting transactions and difficult claims
• Reconcile investments, cash, revenue and cash-pool balances in Umoja
• Audit payroll, grants, tax, travel and final-payment transactions
• Prepare account analyses and IPSAS financial statements
• Guide, train and supervise finance and budget support staff

• High school diploma or equivalent
• At least ten years of finance, budget, accounting or administrative-services experience, reduced to eight with a first university degree
• Microsoft Excel proficiency, including formulas
• Experience overseeing comprehensive finance and budget operations for large entities
• ERP systems experience
• English proficiency at UN Level II
• Authorization to work at the New York duty station

• One post is financed by the Support Account for Peacekeeping Operations and one by the Regular Budget
