Job Description
The WASH Specialist provides strategic leadership for UNICEF Angola’s water, sanitation and hygiene portfolio. Reporting to the Deputy Representative, the post leads programme development, implementation, monitoring, advocacy, partnerships and humanitarian response, directing a team to strengthen governance, resilient services and emergency preparedness for children and communities.

Summary of Responsibilities
- Provide managerial leadership and strategic direction for the WASH team
- Lead programme development, planning, fundraising and resource-mobilisation efforts
- Oversee implementation, monitoring, evaluation and delivery of WASH programme results
- Provide technical and operational support on climate-resilient and risk-informed WASH programming
- Lead WASH preparedness, anticipatory action, emergency response and humanitarian-development nexus work
- Strengthen partnerships with government, donors, civil society and development partners
- Drive innovation, knowledge management, research and capacity-building initiatives
Role Requirements
- Advanced university degree in public health, social science, behavioural science, engineering, climate change, environmental applied engineering, behaviour-change communication, sanitary engineering, environmental health, international development or a related field
- At least five years of relevant professional experience in WASH programmes for developing countries
- Demonstrated experience supervising people
- One year of deployment in a developing country
- At least one three-month deployment mission in a humanitarian situation
- Fluency in English and Portuguese
Desired Criteria
- Knowledge of another official United Nations language or a local language
- Additional relevant postgraduate courses
- Knowledge of CATS principles, rural water supply or urban sanitation
- Relevant country-level experience in development, fragile and humanitarian contexts
