Job Description
Develops Palestine’s national open-source software policy and implementation roadmap for ESCWA and the Ministry of Telecoms and Digital Economy. The consultant assesses international practice and domestic digital frameworks, consults public and private stakeholders, aligns technical annexes on APIs and cloud computing, and leads a workshop to refine the final policy.

Summary of Responsibilities
- Propose a detailed report outline to the ESCWA focal point
- Review regional and international open-source software policy practices
- Analyse Palestine’s existing digital technology policies and frameworks
- Develop the National Open-Source Software Policy and technical annexes
- Interview public and private stakeholders and synthesise their feedback
- Present the draft policy in a consultative workshop and update it after comments
Role Requirements
- Advanced university degree in Digital Technologies, Software Engineering or a related field
- At least ten years of professional experience and research in Digital Technologies or Software Engineering
- Fluency in written and spoken Arabic and English
Desired Criteria
- Professional experience in open-source governance and licensing
- Experience in digital-government architecture and interoperability
- Experience in cloud governance, procurement, cybersecurity and data protection
- Ph.D. in a relevant field
