Job Description

Develops Jordan's National Strategy for the Economic Empowerment of Persons with Disabilities, translating evidence and consultations into strategic priorities and an operational plan. The lead consultant will work with OPDs, public institutions, private-sector actors and development partners to produce an implementation framework, monitoring matrix and final policy document.

Summary of Responsibilities

  • Define the strategy's vision, mission, core values, thematic pillars and strategic orientation
  • Formulate priorities and cross-sectoral objectives for employment, entrepreneurship, social protection, education, skills and accessible workplaces
  • Integrate situational-analysis findings and ESCWA methodologies into evidence-based strategic priorities
  • Develop a multi-year operational action plan with interventions, activities, outputs, implementing entities and resource frameworks
  • Establish coordination mechanisms across government, civil society and the private sector
  • Create a monitoring, evaluation and learning matrix with baseline indicators, SMART targets and reporting schedules
  • Lead consultations and technical working sessions with OPDs, ministries, private-sector actors and development partners
  • Prepare strategy-meeting materials and incorporate stakeholder feedback into the final policy document

Role Requirements

  • Bachelor's degree in development studies, sociology, political science, economics, psychology, other social sciences or a disability-related field
  • At least ten years of work experience related to the Convention on the Rights of Persons with Disabilities, disability inclusion, research, policy and programme mainstreaming in the Arab region
  • Fluency in Arabic
