Job Description

This consultancy creates a practical staff-capacity and annual training framework for Bangladesh’s Wage Earners’ Welfare Board. The consultant will assess institutional capacity needs, consult government and IOM stakeholders, define priority competencies and learning plans, and finalise a phased implementation roadmap for migrant-welfare service delivery and continuous professional development.

Summary of Responsibilities

  • Review WEWB institutional documents, mandates, policies, staff roles and existing capacity-development initiatives
  • Develop assessment methods and tools for professional, technical, managerial and service-delivery capacity needs
  • Conduct consultations with WEWB management and staff, MoEWOE, IOM and other stakeholders
  • Identify capacity gaps and sustainable learning opportunities across staff categories and functions
  • Develop a phased staff-capacity framework with competency priorities, learning objectives and delivery modalities
  • Prepare an annual training matrix covering target groups, purpose, duration, recurrence, modality and timing
  • Present the draft plan for validation, incorporate feedback and prepare the final completion report

Role Requirements

  • Advanced university degree in human resource development, organizational development, public administration, public policy, development studies, migration studies, management or a related field
  • Minimum seven years of relevant experience in institutional capacity development, organizational development, human resource development, training-needs assessment, public-sector reform or migration governance
  • Experience developing capacity-development plans, competency frameworks, training strategies or annual training plans
  • Excellent analytical, report-writing, facilitation and communication skills in English and Bengali

Desired Criteria

  • Knowledge of Bangladesh's public-sector institutional context
  • Knowledge of labour migration, migrant welfare, return and reintegration
