Job Description
Provide high-level technical assistance to the Marshall Islands Department of Immigration to develop its 2027–2032 Strategic Plan and strengthen border-governance systems. The consultant will translate MIDAS and institutional assessments into reform priorities, develop SOPs and coordination mechanisms, facilitate stakeholder engagement and capacity building, and deliver validated strategic, operational and implementation products.

Summary of Responsibilities
- Lead the Department of Immigration strategic planning process and prepare the 2027–2032 Strategic Plan
- Turn border-management and MIDAS assessments into practical reform priorities
- Facilitate consultations with immigration leadership, operational staff and government stakeholders
- Develop and refine prioritized SOPs, policy instruments, coordination mechanisms and data-sharing protocols
- Design capacity-strengthening workshops and prepare validated implementation, handover and recommendation products
Role Requirements
- Advanced university degree, with a master's degree preferred, in border management, migration studies, public administration, law, international relations or a related field
- At least seven years of relevant professional experience in international border management
- Demonstrated experience with IOM MIDAS in operational settings
- Fluency in English, oral and written
Desired Criteria
- Experience in Small Island Developing States or Pacific contexts is an asset

- Partially home-based and partially in-country work; in-country presence is required for key consultations, workshops and validation activities
- Six deliverables are paid against milestones from month 2 through month 9
