Job Description

Provides technical leadership for UNICEF Algeria’s 2028–2032 Country Programme Document. The consultant guides evidence synthesis, strategic planning, programme design and documentation, working with country-office teams, government counterparts and regional partners to produce a results-focused CPD aligned with UNICEF planning procedures and corporate guidance.

Summary of Responsibilities

  • Provide technical support for development of UNICEF Algeria’s 2028–2032 Country Programme Document
  • Develop CPD documentation in line with UNICEF Country Programme Procedure, planning guidance and the CPD roadmap
  • Work with programme and operations teams, government counterparts, the Regional Office and other stakeholders
  • Synthesize evidence and develop high-quality strategic documents
  • Facilitate strategic planning workshops and multi-stakeholder consultations
  • Develop theories of change, results frameworks and related CPD documentation

Role Requirements

  • Master’s degree or higher in economics, social sciences, sociology, development studies, public policy, international development, public administration, political science or another relevant field
  • At least ten years of relevant professional experience in strategic planning, programme design, results-based management, monitoring and evaluation or international development
  • Demonstrated experience developing UNICEF or UN Country Programme Documents, UNSDCFs or similar strategic planning processes
  • Experience developing theories of change, results frameworks and strategic programme documents
  • Fluency in written and spoken English and French
  • Open to international consultants only

Desired Criteria

  • Previous experience with UNICEF or another United Nations organization
  • Experience working in humanitarian-development-peace nexus contexts
  • Working knowledge of Arabic
  • Experience in the Middle East and North Africa region
  • Knowledge of Algeria’s development context
