Designs and pilots integrated talent-engagement modalities for UNICEF’s Office of Innovation, including a global talent roster and a framework for longer-term non-staff functions through UNOPS. Summary of Responsibilities
- Assess workforce demand and segment anticipated needs across engagement mechanisms
- Develop target operating models for the two talent modalities
- Establish quality-assurance processes for the global talent roster
- Develop governance, SOPs, templates and guidance for UNOPS arrangements
- Review roster guidance, databases, selection tools and UNICEF processes
- Consult leadership, human resources, finance, technical leads and UNOPS counterparts
- Develop a decision framework for staff recruitment, consultancy, roster and UNOPS needs
- Coordinate initial implementation, stakeholder adoption, training and handover
Role Requirements
- Master’s degree in Human Resources Management, Business Administration, Innovation, Organizational Development or related field
- At least seven years of progressively responsible experience in human resources, talent acquisition, workforce planning or organizational development
- Experience designing workforce solutions, talent strategies, rosters or pools
- Experience developing governance frameworks, operating models, SOPs and implementation tools
- Experience managing complex multi-stakeholder projects
- Fluency in English
Desired Criteria
- Innovation, digital, technology or artificial-intelligence talent experience
- Experience translating institutional and contractual arrangements into governance and implementation tools
- Experience supporting pilots and scaling workforce solutions
- Familiarity with UNICEF policies and workforce frameworks
- Knowledge of another official United Nations language
