Job Description

The People & Culture Officer manages accurate, timely and compliant payroll and people-management processes for UNICEF’s Global Shared Services Centre in Budapest. The post oversees payroll simulations, error resolution, off-cycle runs, retroactive adjustments and separation payments, while advising staff and management on HR entitlements, benefits and policies and leading process improvements.

Summary of Responsibilities

  • Administer end-to-end payroll operations including simulations, error resolution, off-cycle runs and retroactive adjustments
  • Manage separation payments and separation-from-service, pension and after-service health-insurance administration
  • Interpret and approve HR entitlements and benefits
  • Provide expert guidance to management and staff on HR policies
  • Supervise team members and deliver training
  • Drive process improvements to enhance efficiency and service quality

Role Requirements

  • Bachelor’s degree in human resources management, business administration, finance or a related field
  • At least two years of relevant experience in payroll, human resources, benefits, entitlements or a related field
  • Demonstrable payroll and offboarding experience with strong client focus
  • Strong SAP knowledge and practical experience
  • Fluency in English and Hungarian
  • Applicants must be nationals of Hungary
  • Applicants must already hold acceptable permits because UNICEF GSSC does not facilitate MFA accreditation for locally recruited staff

Desired Criteria

  • Experience with the UN or an international organisation
  • Experience in global shared, business-services or business-support centres
  • Supervisory experience leading and developing high-performing teams
  • Relevant country-level experience in development, fragile or humanitarian contexts
