Job Description
Establishes a pre-qualified roster of consultants for UNICEF Innocenti’s Foresight and Policy Unit, providing on-demand technical support in strategic foresight, facilitation, quantitative modelling and knowledge management. Consultants will help UNICEF offices apply futures thinking, horizon scanning and participatory processes to policy, programming, organisational learning, long-term planning and decision-making.

Summary of Responsibilities
- Provide technical expertise in strategic foresight approaches
- Facilitate foresight processes and workshops
- Integrate futures thinking into policy, programming and organisational learning
- Deliver strategic foresight methodology and analysis
- Support facilitation and participation workstreams
- Apply quantitative modelling, data and digital tools to foresight
- Support knowledge management and capacity-building activities
Role Requirements
- Master's degree or higher in futures studies, public policy, international development, strategic planning, political science, economics, social sciences, systems thinking, innovation or a related field
- At least eight to ten years of progressively responsible experience in strategic foresight, futures thinking, scenario planning, systems transformation, public policy, organisational strategy or innovation
- Knowledge of strategic-foresight methodologies including horizon scanning, trend analysis, scenario planning, systems mapping, futures wheels, Delphi methods and backcasting
- Excellent written and spoken English
Desired Criteria
- Specialised training or certification in strategic foresight, futures studies, scenario planning or horizon scanning
- Experience in fragile, conflict-affected or climate-vulnerable contexts
- Experience fostering collaboration across sectors and disciplines
- Experience in participatory methods with children and youth
- Experience institutionalising foresight approaches
- Experience in quantitative analysis and modelling
