Designs an investment framework for critical-mineral processing, manufacturing and green industrialisation across Africa and Southeast Asia for Sustainable Energy for All. The specialist quantifies financing gaps, maps investors, benchmarks blended-finance models, develops a funding-facility roadmap and convenes governments, financial institutions and private investors to turn regional commitments into viable projects.

Summary of Responsibilities
- Quantify investment needs and financing gaps across selected mineral-processing and manufacturing value chains
- Map investors, financiers, development institutions, sovereign wealth funds and industry actors
- Analyse investment barriers including capital costs, currency risks and infrastructure constraints
- Benchmark financing platforms, blended-finance instruments and transferable industrial-finance models
- Assess a dedicated minerals and green-industrialisation funding facility and propose its mandate, governance and investment criteria
- Develop an implementation roadmap and partnership models for mobilising domestic institutional capital
- Consult governments, private investors and development finance institutions to validate proposed financing mechanisms
Role Requirements
- Master's degree in economics, finance, development, law, international relations, engineering or a related field, or a bachelor's degree in one of those fields with two additional years of qualifying experience
- At least five years of progressively responsible experience in investment banking, mining value-chain project finance, development finance, or energy or economic policy
- Demonstrated expertise in green industrialisation and critical-minerals value chains
- Experience working with multilateral development banks, development finance institutions and sovereign wealth funds to structure investment facilities or industrial-development frameworks
- Fluent English
Desired Criteria
- Experience conducting high-level consultations with government officials, private-equity investors and multilateral partners
- Advanced analytical ability to convert investment constraints into bankable financing mechanisms
- Experience in African or Southeast Asian institutional capital or minerals-development landscapes
