Job Description

Provides senior technical assurance for UNOPS infrastructure delivery in Malawi, reviewing designs and construction contracts, advising project teams on quality, schedule, cost and HSSE risks, supporting site delivery and strengthening stakeholder capacity for safe, compliant and sustainable public infrastructure.

Summary of Responsibilities

  • Advise Malawi project teams on infrastructure priorities, schedules, interfaces, risks and corrective actions
  • Review designs, drawings, specifications and bills of quantities for constructability, value and compliance
  • Support works supervision, contractor submissions, variations, claims, payments, commissioning and handover
  • Identify technical, quality, schedule, contractual and HSSE risks and recommend mitigation or escalation
  • Conduct site reviews and inspections and advise on construction quality and compliance
  • Coordinate multidisciplinary infrastructure teams and provide technical input to stakeholders
  • Monitor contractor programmes, critical paths, delays and change-control requirements
  • Share technical knowledge and mentor project personnel and partner counterparts

Role Requirements

  • Advanced degree in civil engineering, structural engineering, architecture, construction management, building engineering or a related discipline, or bachelor’s degree with two additional years of experience
  • At least five years of progressively responsible multi-sector infrastructure experience
  • At least five years of construction management, works supervision or construction-contract administration experience
  • Experience coordinating multidisciplinary infrastructure teams
  • Experience reviewing architectural, engineering, specification and bill-of-quantities documentation
  • Fluency in English
  • Current UNOPS internal-candidate status

Desired Criteria

  • Experience administering FIDIC-based construction contracts
  • Experience across feasibility, design, procurement, construction, commissioning and defects management
  • Experience in design management and multidisciplinary design coordination
  • Experience managing variations, claims, extensions, payment certification and disputes
  • Experience with donor-funded infrastructure in developing-country and multicultural contexts
  • Experience with education, training, institutional or public-service facilities
