Job Description
Provides engineering support for IOM infrastructure construction, rehabilitation and refurbishment projects in Moldova. The associate conducts assessments, prepares and reviews designs and bills of quantities, monitors sites and contractors, coordinates procurement and programme teams, and documents quality and progress.

Summary of Responsibilities
- Support planning, design, supervision and monitoring of infrastructure projects
- Conduct technical assessments, site inspections, feasibility reviews and surveys
- Prepare specifications, drawings, bills of quantities, estimates and work schedules
- Review engineering deliverables from consultants and contractors
- Monitor construction progress, completed works and contractor performance
- Coordinate technical delivery with programme, procurement, logistics and finance teams
- Prepare quality-assurance records, inspection reports and technical notes
- Support project proposals, implementation plans and procurement processes
Role Requirements
- Bachelor's degree in civil, structural, electrical or construction engineering, architecture or a related field with at least four years of relevant experience, or secondary education with at least six years of relevant experience
- Experience supporting infrastructure implementation, construction supervision, design review or engineering consultancy
- Ability to interpret engineering drawings, technical specifications and bills of quantities
- Proficiency in AutoCAD, Microsoft Office and project monitoring or reporting tools
- Fluency in English and Romanian
Desired Criteria
- Experience with rehabilitation, refurbishment, interior works or technical-equipment installation
- Experience with construction contractors, consultants or technical service providers
- Knowledge of national construction regulations, standards and permitting procedures
- Experience with United Nations, government or development partners
- Working knowledge of Russian
