Provides environmental compliance leadership for IOM infrastructure and relocation activities across Chuuk. The consultant conducts screening and site assessments, prepares and monitors environmental plans, advises contractors and communities, and ensures works meet regulatory and donor safeguards.

• Conduct environmental screening, baseline studies and site assessments
• Prepare environmental management and mitigation-monitoring plans
• Inspect field activities and monitor contractor compliance with safeguards
• Advise contractors, communities and engineering teams on environmental controls
• Assess structural, environmental and land-suitability risks for relocation sites
• Document monitoring results and track corrective actions
• Coordinate with government authorities and regulatory stakeholders
• Deliver environmental compliance reports and technical outputs

• Master’s degree in a relevant field, or a university degree in the same field with five years of relevant professional experience
• Experience designing or establishing common-property natural-resource management systems
• Ability to travel within Chuuk lagoon and to outer islands

• Experience working on outer islands, in the Pacific or in Micronesia
